Founder and Managing Director


As the founder and thought leader of Feasibility (Pty) Ltd, Dr Penelope Hawkins has sought to ensure that our choice of assignments and their outcomes has contributed to a body of knowledge that embraces the full spectrum of financial services, and has offered well-founded and practically implementable advice to policy makers, businesses and consumers.  The integrity of Feasibility’s research is tested by peer reviews and public presentations and has informed policy decisions in the Southern African financial sector for a decade.  She uses the research to design (and annually refine) post-graduate courses in personal finance and financial regulation at South African Universities.

Her expertise in the financial sector stems from her published work and her PhD thesis that examined the financial constraints of small open economies, and extended the analysis of financial fragility, vulnerability and exclusion to small businesses. This underpinned her research into the access and usage of appropriate financial services, including credit, saving, investment and payment services for individuals, households and businesses. Over the years, the body of knowledge developed for both a public and private sector clientele includes financial inclusion and education, consumer protection, consumer credit policy, industry pricing and behaviour, competition policy and market conduct regulation.

Penelope regularly engages with policy makers, regulators, business leaders – as well as academics and consumers – and has developed and maintained links with and between these groups both in Southern Africa and elsewhere.
